When working below grade, plastic can actually trap moisture between the plastic and the concrete creating a great enviroment for mold. Its best to simply use rigid insulation on the walls. Fiberglas batt insulation is also a no no. Fiberglas batt insulation can soak up moisture creating the same problem as plastic.
